It's been several hours since you asked this question so...

Above is CitySearch's results for "Portland Window Tinting". I'm assuming you aren't necessarily looking for a personal recommendation so I can offer you their results.

CitySearch's highest rated company for auto tinting is 'Auto Glass Solutions'

That is their contact information and it looks like they have at least two locations in Portland. They do mobile tinting and have good reviews (see CitySearch). As far as personal tinting experience, I would rather take my car into a shop that has a closed-in environment so they can thoroughly clean and do the best job regardless of weather. Either way there's a couple of options.

Also, when you are thinking about tint grade, if you don't have much experience here's a little advice. Oregon allows only 35% (+/- 3%) all the way around so you'll want to take that into consideration. However, 35% really isn't very tinted, in my opinion. So if you are considering going darker you can easily find a shop that will. Call around and just directly ask for pricing for the tint percentage you want and you'll get a quote from someone. Here in Denver it's 70/30% legal but the first shop I called did 5% for side windows and 10% rear (what I asked for) for $300.

Make sure the company that does your tint offers a good warranty and they should also be able to show you examples of cars they've done in the past (the best shops have pictures updated after a certain amount of time).

Do understand, the local police department has the absolute and final authority regarding tint-limit-enforcement. You can be pulled over and ticketed. I've even heard horror stories about a$$hole cops who carry around tint-removal kits in their squad cars. In TN my friend got ticketed and the only way he didn't have to pay the ticket is to get his tint removed and prove it to the court. So take all that into account. From direct experience I've never been pulled over and my tint level has never even been questioned and I'm 65% below the limit. But know the risks if you plan on going 10% or lower below the legal limit.

Good luck.
